Scott Rouse
As a parent, professional, and long-time Missoula resident, I’m running for the Hellgate Elementary School Board with a clear focus: to ensure our schools deliver high-quality education, support our outstanding teachers and staff, and maintain strong ties with the families and community we serve.
Enhancing Student Success
Every child deserves access to an excellent education that prepares them for the future—academically, socially, and emotionally. I support:
- Strong core academics, including literacy, math, and science
- Expanding STEM, technical education, and career readiness programs
- Providing access to modern technology and practical life skills like financial literacy
- Disciplined classrooms and environments that foster focus and learning
My goal is to ensure every student at Hellgate Elementary is supported and challenged in a safe, structured, and enriching environment.
Supporting Our Teachers and Staff
Educators are the foundation of student success. We must support them with the resources and respect they deserve. I will:
- Advocate for competitive salaries and benefits to attract and retain top talent
- Promote professional development and mentorship programs
- Reduce administrative burdens so teachers can focus on instruction
- Invest in classroom resources and tools that improve teaching outcomes
When we take care of our educators, they can do their best work for our kids.
Strengthening School-Community Partnerships
Strong schools are built through strong relationships. I believe in open communication, shared values, and collaborative decision-making. I’m committed to:
- Transparency in budgeting, policy, and district priorities
- Clear, consistent communication with families and community members
- Welcoming parent input through advisory groups, outreach, and board participation
- Partnering with local businesses and organizations to enhance student opportunities
Our schools belong to the community. I will work to ensure every voice is heard.
Fiscally Responsible Leadership
As a steward of taxpayer dollars, I take financial accountability seriously. I support:
- Clear, accessible financial reporting
- Prioritizing classroom resources over administrative overhead
- Regular audits and performance reviews
- Seeking grants and external funding to supplement the district budget
Spending must be tied to outcomes—student achievement, teacher support, and a thriving school environment.
School Safety and Student Well-Being
A safe and focused school environment is essential for learning. I believe in:
- Effective school safety protocols and partnerships with local law enforcement
- Clear discipline policies to minimize disruptions
- Access to mental health and counseling services that support student success
- Providing training for staff to respond to safety and well-being challenges
We must balance physical security with a supportive, welcoming atmosphere.
Focused, Transparent Governance
As a board member, I will always prioritize the core mission: educating students. My decisions will be guided by data, community input, and long-term outcomes—not short-term trends or politics. I bring skills in strategic planning, collaboration, and accountability—and a personal commitment as a parent and community member to serve with integrity.

If you’re looking for a school board trustee who will always put kids first, support teachers, and listen to the community—I’d be honored to earn your vote.
